Differential Damage Assessment Due to Dam Failure

Abstract: In the context of a dam failure risk assessment process for Yacyreta dam, on the Parana River, a numerical model study to determine the consequences of the associated flood is described. The 1D model, based on HEC-RAS, extends 300km downstream from the dam, and 400 km upstream Paraguay River, the main tributary of the Parana River. The model is carefully calibrated and verified. Failure scenarios are established. The model is used to delimit the zones downstream the dam where flood levels would be higher than the ones associated to natural floods, and the rate of rise of the water level relative to natural floods. Issues regarding problem schematization, hypotheses verification, and information extraction from model results are discussed. The obtained results are considered as illustrative for any very big dam in a very big plain river basin.
