Disaster Risk Mitigation Under Chaotic Condition of Mt. Merapi Disaster as Revealed by Community-Based Capacity Building

Abstract: Two types of Mt. Merapi disaster have been claimed as the most frequent disaster among many active volcanoes in Indonesia, i. e. primary disaster (such as ash fall, pyroclastic flow, and lava flow), and secondary disaster such as debris flow. The small eruption occurred nearly every year, whereas the big ones occurred at approximately once every five years. The eruption often produces impacts at both positive and negative view points, such as production of sediment as construction material and damage on infrastructures due to debris flow occurrences respectively. This paper presents the long term effort on the development of community participation in anticipating the mentioned disasters. The community raising awareness through the early education program and the evacuation drills have performed a best practice to mitigate the disaster, similarly the pilot project on the community-based sand mining management has shown promising future sustainability on the mitigation against debris flow disaster. The local government acceptance on the presence of the community participation in the whole system of sediment management may require further collaboration between the local government and community.
