Abstract: The atomized storm caused by flood discharge often affacts the safe operation of hydroplants. It has im-portant economic value and practical significance to predict atomized storm qualitatively and quantitatively for the projects established or being built. Flood disaster will do harm to the life and property of millions upon millions of people It is exceedingly important task that carry out storm and flood forecast of large reservoir. But owing to have not the effective measuring instrum ent, storm and flood disaster often cause enorm ous losses This paper introduce the "radar and rain gauge system". This system both can for use as atomized prototype observation and can for use as flood forecast of large reservoir.
