Integrated Space-Ground Monitoring and Supervision of Production and Construction Project Soil Conservation in Beijing, China

Abstract: In recent years, artificial soil loss caused by production and construction projects in Beijing has become increasingly serious. According to the Soil and Water Conservation Law and Beijing Regulations on Soil and Water Conservation, water and soil conservation monitoring and supervision of production and construction projects needs to be comprehensively strengthened. Under the new situation, high-resolution remote sensing technology has been applied to water and soil conservation monitoring and supervision of production and construction projects in Beijing since 2013. In accordance with the overall technical route of “combining of theoretical research and dynamic regulation practice, theories guiding practices and practices perfecting theories”, a technical procedure of integrated space-ground monitoring and supervision of production and construction project soil conservation was firstly proposed and perfected, including basic data collection, data processing, production of supervision base map, extraction of disturbed pattern spots, analysis and on-site verification of suspected illegal spots. During the consecutive years application of the aforementioned technical process from 2013-2018 in Beijing area (16,410 km2), a model of water and soil conservation monitoring and supervision, that is Beijing Model of integrated space-ground monitoring and supervision, has been established. The multi-year application practices have proved that, by means of the technical process of integrated space-ground monitoring and supervision of production and construction project soil conservation and the new Beijing Model, the level and efficiency of soil and water conservation monitoring and supervision work have been be improved markedly and the artificial soil loss caused by production and construction projects can be effectively controlled.
