Abstract: Extensive analysis of recent measurements show that classical shear stress models from steady flow theory do rather poorly with respect to predicting osC illatory boundary layer structure. At the same time the data show. very consis tent similarities between different categories of oscillatory boundary layers, laminar and turbulent, smooth and rough. These similarities are so far unnoticed, but they should be used as guidelines for future modelling. It is shown that the turbulence structure of smooth, turbulent oscillatory boundary layers corresponds to a sharp maximum in the energy dissipation.
