Abstract: With the rapid socio-economic development and the growth of population in cities, the pressure of urban water supply becomes higher. In order to ensure the safety of urban water supply, more water sources connection projects are designed and constructed to maintain more water sources for more water treatment plants. That makes obviously two layers for the water supply system. One is from water sources to plants, the other is from plants to terminal users. Based on the characteristics of urban water supply structure, a two-layer optimization model of urban water supply system is constructed, which consists of top layer from water sources to plants and bottom layer from water treatment plants to water users. The top layer is designed to solve the problem of water allocation from water sources (usually regulated by reservoirs) to plants with optimization model. The adaptive algorithm for water allocation is used to solve the problem of water allocation of bottom layer between different regions and several plants. Through the effective connection and feedback between top model and bottom model, the two layers optimal allocation model of urban water supply system can be realized. The two-layer model is applied in Sanya City of China and the scheme of different water sources distribution from water sources to plants are figured out with sensitivity analysis. It is proved that two-layer optimal allocation model of urban water supply system can improve effectiveness for the complex decision-making of urban water source distribution and the operation of water supply network.
