Abstract: This study proposes a novel Water-Intelligence-Computing (WIC) approach for the sustainable development of the Yellow River, one of the world's most historically and culturally significant waterways. Based on comprehensive analysis of historical water management practices, from Yu the Great's flood control to contemporary river governance, we develop the Yellow River Water Intelligent Computation Model (YR-WIC). The model integrates hydrological, hydraulic, and geographical information through federated multimodal knowledge graphs and distributed causal discovery methods. Our approach aims to transform sections of the Yellow River from their current sediment-laden state into economically viable waterways by mid-century, while maintaining ecological balance. The YR-WIC model synthesizes historical data, modern monitoring systems, and advanced computational techniques to provide sustainable development strategies for the river basin.
