An Innovative Policy Approach in Addressing Pollution Control over the Yangtze River from Source to Sea

Abstract: The Yangtze River, the longest river in Asia (6,300 km), rises from the Qinghai–Tibetan Plateau in the west and crosses the country through 11 provinces. The ecological environment of the Yangtze River Basin is directly related to the development of the Yangtze River Basin economic belt and people's health. As a major institutional reform to address vested interest groups and consolidating a fragmented water governance system, China started to promote the river chief system (RCS) to enhance river protection since 2016. Yet, since the RCS is implemented through local and provincial governments, it created a barrier and need for integrated basin-wide water resource management. Thus, an innovative approach, basin enhanced River Chief System (BERCS) have been proposed to promote the holistic management of the whole Yangtze River Basin by integrating the Source to Sea approach.
