Abstract: Concerns about the decrease of water resources from year to year due to increasing of population and needs, land use changes and lack of better water management practices need to receive special attention. The purpose of this study is to analyze the water balance between water availability and demand to meet the water needs in Dili municipality. Dili city as the capital of Timor Leste which is located in the Comoro river basin. Dili municipality has utilized surface water from 4 sub river basin and groundwater from 25 bore wells in Comoro river basin system to meet domestic water needs. Projected total population for long period has increased directly result in increasing domestic and industrial water demand for long period. Surface water availability analysis was analyzed using F.J. Mock method and the average monthly minimum discharges in 4 sub river basin has occurred in dry season. The results of water balance analysis show that water deficit has occurred in the dry season for short, medium and long period caused by the increasing of demand due to population growth. The increased availability of water in the rainy season can be utilized to cover water shortages in the dry season, therefore a water resources management is needed to manage the availability and demand system in Dili municipal.
