Abstract:

We are now transitioning into the Cognitive Era, a paradigm shift where infrastructure asset operation moves beyond simple data ingestion toward systems that can sense, reason, and act autonomously. "Cognitive Water Systems" represent a structural reimagining of water management. In this evolution Artificial Intelligence (AI) is no longer a localized tool used to optimize a single pump's energy consumption; it has become the connective tissue of global water governance.
