Abstract: A new online monitoring and management system was developed for the purpose of the early warning of accidental pollution events for drinking water supply in Dongying, China. The system included a monitoring center and a monitoring station with the General Packet Radio Service network transmission complemented by a dial-up connection for use when this service was unavailable. The results suggested that new monitoring and management system could successfully monitor water quality for at least 30 days without additional maintenance. Once an abnormal state is detected, the system would make a comprehensive evaluation based on the Self-Organizing Map (SOM) analysis on the monitoring data, and a decision would be made according to the Emergency Management of Accidental Pollution. The monitoring and management system provided an effective means for issuing early warning for the management of accidental pollution events in drinking water supply.
