A Management System for Optimizing the Operating Rules of Multipurpose Reservoirs Under Consideration of Ecological Aspects

Abstract: This paper reviews the concept of an assessment system as basis for a management system for the optimization of operating rules of multipurpose reservoirs in combination with polders in low mountain ranges. The overall project covers the entire the chain of effects caused by large extreme floods beginning from the genesis caused by heavy rain events to the assessment of risks and safety. This leads to a set of linked tools and methods. The complete assessment system consists of hydraulic and hydrological risks along the river channel, safety of dams, reliability of water supply and ecological benefits and damages downstream of multipurpose reservoirs. Each of the sub assessment systems consists of objective functions of different scales, which can be conflicting, e. g., water supply reliability requires high reservoir levels whereas flood protection is more effective with low reservoir levels.
