Abstract: It is very important to realize a sound and sustainable water environment at urban areas. In order to attain a desirable water environment suitable methods from the standpoint of “management of the basin water” are needed and we have to embody BMPs that is suitable for the landscape and use of land in Japan. In this paper we regard all the citizens including people who have directly nothing to do with the environment as a whole group, because to realize good water environment is a great help to all the citizens. From this point of view we tried to survey the value of cannot realize it, by using CVM which is a method to esteem the value of goods markets do not deal with. As a result we got a conclusion that the price people pay for the environment is decided up to the consciousness of the phenomenon “environments getting worse”. We need to have contact with citizens in investigations, operations and estimations, in order to realize a sound and sustainable water environment. For to it at each stage administrations need to show wide information to citizens and need to share them and the both are needed to reach to the same opinion.
