Abstract: In the areas of monsoon precipitation zone like northeast of China, asymmetrical precipitation distribution causes heavy flood disasters in rain seasons and a small flow in dry seasons. As the development of society economy, the gap between water demand and basic flow of rivers become bigger and bigger. In order to meet this increasing water demand, floodwater may be one of useable water resources. The paper, taking Songhua River as an example, discusses the natural features and useable feasibility of floodwater resources. Conclusion comes as that in the area of monsoon precipitation zone, floodwater concentrates most water of yearly flow, the use of floodwater resources is necessary and possible, and some special techniques should be systematically studied for planning to use floodwater.
