Integrated Management of Three Reservoirs to Solve TRI-Lemma of Dam Construction-Saigawa River Improvement Plan

Abstract: Importance of integrated basin-wide management is described taking an example in a dam construction project. In Saigawa River basin there have been sharp conflicts among conservation of historic asset, safety from flood, and water demand for environmental flow concerning the implementation of Tatsumi Dam. The construction project has been in suspended condition for many years. In the process of the discussion on the action stage of the Improvement Plan of the Saigawa River, authors formulated a new basin-wide approach to solve difficulties if we treat them by project-base approach. In essence there are two most important key factors for consensus building. The first point is a clear description of both the existing problem and the technical countermeasure. The second point is a basin-wide approach leaving from a shortsighted or narrow-minded concentration into project-base approach. In the case of the Saigawa River Improvement Plan a basin-wide approach including existing two reservoirs produced a creative alternative plan that enabled conservation of a historic facility, reduction of the capacity of a new reservoir which resulted in the reduction of cost, and augmentation of environmental flow.
