Abstract: Earth-fill cells made of texttiles have been widely used in hydraulic engineering, water resource management and waterway engineering. However, there are many problems related to the use of textiles for earth-fill cells. In this paper, the fullness percentage and stability of earth-fill cells are discussed. Conceptions of the maximum fullness percentage and the optimal fullness percentage are presented. An empirical formula for the critical velocity for incipient motion of such cells filled with sand is obtained by analyzing the test data from flume tests with such cells laid on bottom and concrete bottom.
