Abstract: The Changjiang River estuary manifests itself as multistage bifurcations with a wide river surface and sand bars-densely covered in the river. Under the action of dynamic factors like runoff, tidal current and wave, the channel evolution is complex. With rapid development of society and economy in the estuarine region, it is more urgent to regulate and develop the estuary in an all-round way. In order to better carry out a new revised work on the comprehensive regulation and development planning of the estuary, main tasks and objectives for the comprehensive regulation and development of the estuary and some problems existed in the planning are discussed in this paper. The author believes that its main tasks and objectives are to stabilize the channel regime and river bed, properly utilize and develop fresh water resource, protect ecological environment, improve waterway condition, properly develop mudflat resources in conjunction with channel regulation and ensure the safeties of flood and tide controls. At the same time, preliminary concepts are put forward in aspects of the river regime control planning, objective and scheme of the north branch regulation, the south branch improvement, planning of mudflat utilization and development etc.
