Abstract: The normal early warning of emergency water pollution incidents was studied in the Shaying River, which is the most polluted river in Huai River basin. According to the characteristics of the long series of historical rainfall and flood, the non-flood sluices for sewage storage of key antipollution management were identified via assessing the statistical risk of concentrated discharge of a large amount of sewage during the first flood period, in order to reduce the probability of large incidents of water pollution in the whole basin. The risk of emergency water pollution accidents of 7sluices in Shaying River between 2004 and 2006 was calculated based on the establish of risk index system. Results showed that the risk index of Fuyang sluice, Yingshang sluice and Huangqiao sluice was relatively large. Its reason was analyzed by investigating the scale of sluices, the water quality and discharge of sewage and the location of sluices and discharge outlet.
