Influence Factor Given to an Observation Discharge and Development of a Discharge Formula for Ice Covered River

Abstract: Flow discharge during the freezing period of rivers represents important data for long-term fullyear development of water resource plans. Accordingly, detailed field observations were carried out at three sites in the Teshio River in Hokkaido, Japan. The techniques used to ascertain the energy gradient, discharge area, hydraulic radius and flow velocity coefficient are outlined in the analysis of the observation. The relationship governing the flow velocity coefficient, hydraulic radius and energy gradient was clarified for frozen river conditions, and a formula was developed to enable estimation of the flow discharge of a frozen river using the water level and the total area of ice cover. The cover rate for estimating flow discharge using the formula was approximately 83% of 40 data sets, with a margin of error of ±20%.
