Abstract: Port and fishing port in relatively cold regions in Hokkaido freeze during winter. Controlling freezing in these ports would promote economic activity in winter. Otsu Fishing Port, located on the Pacific coast in eastern Hokkaido, is one of the ports in Hokkaido in which the water freezes every winter. The serious economic impacts affect various industries such as shipping and fishing industries in this port. The establishment of measure to resolve the problem of freezing in ports would be very beneficial for industries operating in such ports. The mechanism by which the water in Otsu Fishing Port freezes in winter was found that the water freezes as a result of the accumulation of frazil ice on the quayside due to the effect of northwesterly winds. In this study, we therefore investigated method for controlling the movement of frazil ice.
