Abstract: Heavy rain frequently happens, and flush floods induce severe damages of inundation also in Japan. Around last part of July in 2006, southern part of Kyushu Island was attacked by heavy rain, and a pleasant life of citizens was instantaneously destructed. In the above flood, total amount of rain raised over 1, 000 mm for five days at the upstream basin of Sendai River, and the hourly rainfall intensity was 89 mm at Miyanojo of the Satsuma town located at the middle part of the river. Sendai River is classified into the A-class river, so the Ministry of Land, Infrastructure and Transport, one of the governmental Ministries, corresponds to manage it. Furthermore, a multi-purpose dam called Tsuruda dam exists just upstream of the Satsuma town. Then, appropriateness of the dam operation immediately becomes a target of severe inspection. Anyway, it is easily supposed that result of artificial operation should be informed to the citizens lived downstream. It is sure that the present rainfall was huge, exceeding much more than the design one. Then, it becomes necessary to make clear the behavior of floods and inundation, and effective refuge plan should be considered also for information dissemination aiming at disaster prevention and/or mitigation of floods. In this paper, inundation area will first be predicted by mathematical simulation. Next, results of an inquiry for citizens living at the Torai district will be shown, in order to make clear the inundated area as well as to consider how to make available the information for flood disaster prevention and/or mitigation. Finally, overall discussion will be executed, aiming at realization of a sound and sustainable community for endeavoring the heavy rain.
