Abstract:
Traditionally, flood forecasts have focused on predicting water levels, discharge values, or return periods at specific control points within a river network. This information must then be interpreted by end-users—typically public authorities and emergency services—to assess the potential consequences of the forecasted flood and determine appropriate actions. These may include estimating the likely extent of inundation, identifying vulnerable assets that may require protection or evacuation, and determining the appropriate activation level of predefined emergency plans.
