Flood Disaster in July 2006 in the Matsue City Area and Its Numerical Modeling

Abstract: This paper reports a flood disaster, which occurred in July 2006 in the Matsue City area, Japan. The major mechanisms of flooding are assumed to be inundation due to heavy rainfall, overflowing from the Oohashi River, and backwater through sewerage system due to high water level of the Oohashi River. Then, a comprehensive numerical simulation model for inundation flow due to heavy rainfall is developed, which consists of a runoff model, a one-dimensional river network model, a two-dimensional urban area model and a sewerage network model. This comprehensive model is applied to the Matsue City area, and its simulation results had a good agreement with the observed data at the disaster of 2006. From those simulation results, it is found that the developed simulation model can express the storm water drainage system in the Matsue City very well. It is obvious that the water level of the Oohashi River has a significant influence on the inundation disasters in the Matsue City area. So using this simulation model, the relationship between the water level of the Oohashi River and the inundated area of the Matsue City area is investigated. As the simulation results, if the water level of the Oohashi River was lower than that of the disaster of 2006, the damage of inundation would become much smaller.
